This mission is bad. Really bad. Not incompetent in the same way some of the others I have reviewed have been, but an ugly sort of bad.
Let's start with its looks. Ignoring the lighting, it actually doesn't look that bad. Though that is pretty hard to ignore I admit. It manages to impliment passable rooms, a passable structure, even some height varience in the design. However, that's where my praise ends. The map is impossible to be stealthy in, with marble floors everywhere, and rooms you cannot possibly sneak through. Once you do go ham with your blackjack, you are left with a keyhunt. (Oh and some screaming female servants, I will get to that later)
So, marble floors, guards everywhere, and a general mess. All so Garrett can resteal the horn to resell to the same person. presumably this is because Garrett believes he has found an infinite money glitch, from repeatedly stealing and reselling the same item. Of course this is fundementally a bad idea, but hey, it's an excuse to do some burglary, and with some suspension of disbelief, I can forgive it.
There is however, another issue. Garrett has now taken on the role of a true beacon of chivalry, and while willing to murder and rob nobles and children alike, will never harm a woman anymore. Now I have to be careful how I say this, but this makes me feel a bit... icky. It may seem odd to say "Not hurting woman is sexist" but the fact that the distinction is there implies it NEEDS to be there, and in turn that female NPCs are somehow more precious (or perhaps, fragile) than male ones. Bear in mind that Garrett can happily knock out a male servant no issue, so it isn't just a rewritten or stricter version of the "civilian" rule. It's a specific exception for female NPCs. It is also a bit of characterization that is (thankfully) almost unique to this mission.
Honestly, I cannot recommend it in good faith, even ignoring the lighting, the icky feelings some of it gives me, and the general low quality, the biggest crime this mission commits is simply not being fun.
