I am a harsher reviewer than most people who play thief. I think that is obvious. While 1s are pretty rare from me, I use the entire scale where possible, and this does make those rare high marks actually mean something.
Even with that in mind, the fact that this mission has a 4 star rating is bizarre to me. It leaves me wondering if I am missing something, maybe I just don't "get" it. You are here to ruin Ramirez's chances at politics, by breaking into a building, and stealing all his stuff. It's short, and is just a sequence of rooms each containing a key to unlock the next room, with a tiny"central hub" in the middle connecting them.
Treachery also includes the most bizarre start I have ever seen, with 3 different people that are impossible to sneak past... except that their AI seems to be asleep?
The mission looks OK, and if the gameplay had matched it would have been only an average mission, but with the gameplay issues it has, I genuinely don't understand why it's rating is only "slightly" below average.

This mission has nothing close to an average rating. It’s hovering around the 10th percentile, so roughly 90% of FMs are considered to be superior. I don’t know what the average FM rating is, but probably low 7s.
