Is this mission supposed to play without lockpicks? Because I don't get them at any difficulty but every other door and chest is locked so I suppose it is not meant to be viable without them?

Yes, it is. It's quite keyhunt heavy, and sadly on the nonsensical end. The mission design is ridiculous, I seriously don't understand the ratings.

By completing the first objective, which is getting briefed by your contact, you receive one of the lockpicks, the other one having to be found in a place pinpointed in the briefing.
