I had diffucult time with this one, both playing and trying to rate it.
On the one hand, there are some overall quality improvements compared to the first part, on the other - it's so painfully soulless.
Many areas look samey. Especially in the beginning, it's a series of corridors and rooms so bland and repetitve you feel as if you were playing Wolfenstein 3D. It kind of improves later on. The thing is, there's not a single room or space or task feeling memorable.
Also, it could really use some more ambient sound. Even some more extensive use of stock resources would liven things up, as too many areas are completely silent.
Gameplay-wise it is okay-ish. I mean, it feels fair, but there are very few aspects that stand out. There's little to no pacing - it plays exactly the same way the entire time, maybe except the very end, by which time you already feel it's stretched too much.
